The message appears when something prevents the graphics from updating in a timely manner. It is a representation of how many frame updates have been missed over the elapsed time. It is the result of unresponsiveness in the system and does not necessarily indicate an actual problem with the game, you need much more context for it to be useful. For instance, when using very low power graphics systems this message will appear at regular intervals as the graphics card is unable to keep up with the workload and fails to draw frames fast enough.
Not a big deal, and indicative of hitting a lag spike just as you suspected. The game outputs that message to the log file just in case you're curious.
No harm, no foul. You should rarely get that message, even if you do hit lag.
