How do you use two weapons at once, instead of a weapon and shield?

Actually if they DID implement dual wielding, everyone would use swords and guns, bombs and shields would be completely and utterly ignored.
AAAAND then the game breaks. And people start saying stuff's too easy. :/

Oh look, this suggestion again. Use a Cutter, it's the closest bloody thing we have.

You can't. Use Barbarous Thorn Shield or Swiftstrike Buckler. These basically have the same effect people think duel-wielding would have (that being increasing damage output).

To be honest, the Blitz Needle is closest in terms of sheer damage, but the cutter line is in the practical design.
You aren't able to use a two weapons at the same time. And farther in the game, in my opinion, shields are one of the most essential parts of the game.
