It's not uncommon for games to siphon in bits and pieces of upcoming updates in small patches, rather than making one huge patch for the update and crashing the servers cus of it.
And of course, since OOO is so tight-lipped about it for no good reason, we aren't at liberty to discuss the details without facing penalty.

Hmm.
Considering that the majority of these "behind-the-scenes" stuff happens before an event update (Year of the Horse, Valentine, etc) I guess it's just a preparation update to set things in the right place before bringing everything else in.
And yes, I am just guessing.
