A better petition would be to pledge to boycott an aspect of the game (like refusing to do Arcade Runs, or pledging to not buy Radiants off Supply Depot or Auction House, or pledging never to make 5* gear until this is changed).
They care about in-game behavior more than what people write on the forums.

The forums are made of what, like 60 people excluding alternate accounts? The active part.
If this was in game then we might get something done. Problem is getting more behind this idea. Although I think the 5* radiants should slowly start from D24 onward.

These "petitions"never worked before, probably won't now
Relevant to what Momofuku said. The devs, as much as you may think they are deaf, did listen to the players' complaints, and made Shadow Keys available in a non-RNG, luck-based manner.
Organize a wide-scale 'protest' like this, and the devs might consider doing so. However, I think your best bet is to be patient and wait for the impending Arcade Redux and Rank Mission Rework, or gear up for Ultimate Gloaming Wildwoods and/or Ultimate Firestorm Citadel.
