Has anyone reported this yet? It seems as though person wanting to join (me) is receiving the message "oops! [user] is no longer joinable" even though the party is open (can see join as an option in friend settings).

I get that too. I'll create a party that's just open to guild members, but my guildmates get the "oops!" error you describe. i will have to send an actual invite to each individual person or else they can't join me.
We've been seeing that error for two years now or more, and we bug it most of the times we see it.
