Alright, we just went from Emberlight to the first Depth of tier 3...Everything is fine until Firestorm Citadel. When we joined, our shields shattered and would not repair. We tried going solo and inviting each other again but shield were still bugged...RAIG!

I don't think it has anything to do with that. I had this bug, after my window manager had trouble changing focus... so I'd guess it has something to do with messed up keyboard events. Maybe the "key up" did reach the server when there was no "key down" before? Don't know, something more complicated probably. It happened to me only once while I was trying to switch to my browser (where some loud flash animation started to loop... D:) / soundcard volume control & back to SK quickly - I'm not doing that often, so I'd guess there's a connection of some sort. I have shield on "left mouse", so strange mouse / shield events might have hit the client.
You have to submit request as bug report, and the GMs are only likely to respond during normal work hours.
So far its been observed that the bug occurs when you do level looping, or when someone does a go solo at the same time another person is joining the party. If it involves copying an instance, it'll probably happen.
