5* Gunslinger Hats costume photos are accurate?

The following three hats all have the same picture:

I just find it incredibly strange that the 3* Gunslinger Hat is the same exact costume as the 5* Deadshot and Justifier Hats... In terms of costumes, Gunslinger, Deadshot, and Justifier hats all have the same exact look?
I realize this has been brought up before at: http://forums.spiralknights.com/en/node/11619
However, I wanted a clarification on it from people who have the hats as well. Can anyone provide insight on this peculiarity?
Please don't start a new thread on the exact same topic. As I said in that previous thread, I have access to all the hats and the screenshots are accurate. There are NO SKULLS ON THE HATS.
