When you enter a level, terminal or subtown, the next level displayed on the elevator should stay fixed.
It should never change; no matter how long players wait.
Reason: This will cure the spreading disease of people waiting for specific levels, not locking their parties.
If you are one of those people waiting for arenas or other levels, you might wonder, how this is a bad thing. The explanation is, some people want to join a party and immediately play with others. If they wouldn't mind playing alone, they would've created a new party, so they are in control and can remove waiting players. When those people end up in a party waiting for an arena, they just have the choices of playing alone (leaving the party), returning to Haven (wasting 10 CE already spent for an elevator fee) or wait with you, even if they don't even like the level(s) you are waiting for.
I know, the idea of the clockworks is, that the wheels spin and the levels spin with them, but I think it's okay, when this is true just for the levels after the next.
No. The Clockworks are ever changing, says the games Lore, so why would they always stay the same?
