The difference between 2 and 3 star gear is almost entirely inconsequential on the market value since they don't bind on equip and the 300ce cost for the upgrade is generally insignificant enough to factor into something going for several thousand ce.
As for the price check I'd say anywhere between 2k and 4k. It's difficult to really gague the worth of UVed guns though since they're scarecely rage crafted and the demand for them is generally non-existent, which means it becomes entirely a matter of luck. You either find a buyer looking for a rare gun that has low supply and pays a lot for it, or you spend forever trying to sell gear there's no demand for and inevitably let it go for less than it should be worth. I'm rambling at this stage, it's worth a bit but good luck finding a seller.
