Yep. Its freaking damn time for them to do something abt winmillion. Downright bottom-tier 4 star weapon. Scares mobs away too much. Resulting in more chasing. And then you cant chase too much when there's spikes due to the drastic movement each hit. The only time you can utilize full damage is when you have cornered the poor mobs. The sonic boom charge isnt that useful, but there's still the cutter's charge in comparison, so we cant complain there.
