A good way to visualize MSI is by looking at winterfest boxes. The red boxes gave MSD 7 (effectively MSD max).
MSI would definitely not be unbalanced since we got those new balances to chaos. Even more so that the merc demo has 2 lows and mercurial has 1 plain.
Maybe not MSI med per piece but MSI high if you wore both pieces? I've yet to see the point in wearing a full set seeing how the "Bonus," is just the boosts the pieces give you added together.
ASI low + MSI low would be fine, then you have a reason to buff Fallen gear.

If we give the suit MSI med (LOOK AT THOSE BEAUTIFUL TESLA SPIRES) because i mean, the helmet does not look like it would make you move as fast..
therefore, give the helmet a low MSI and a low Bomb CTR, thus achieving a balanced High MSI and a complimentary low bomb CTR <3. Also give normal merc the benefit of generality and support med MSI on both pieces.
Also unrelated note, could you please make the sleeves and body plates of the mercurial demo suit Prismasic? (yknow, personal colour matching)

In my opinion the quicksilver line should be a little more specialized. It should be MSI low for 3* and 4*, and for 5* it should be MSI medium. Why? Cause Skolver lines are overpowered, and the Kat hat is just too much, it rules out not only the Mad bomber set but also pretty much every aspect of armor in the game, the ultimate goal for helms is to get the black kat cowl.

And I have no damage bonuses/asi without use of uv's, aka I don't much see your problem.
Not to mention the maximum msi available at this (virtual) time is v. High, not max.
If handled similar to other 5* perks the problem could be easily resolved. Not doing so may potentially create false expectations for some players since the items are unlike the majority of other items in that the perk does not raise once the item is complete. What's the motivation to complete it (spending radiant)?
Naturally the item should start with a low(er) modifier (just like other perks) until it has been fully completed. Once complete please raise the perk to medium for showing dedication to the item. Thank you!

The set is still as useless as ever... but now we've got the sprite perk and are in a very awkward situation. Making the set and using it alone will not benefit you, no. But using it with your battle sprite will give you something usable. Give the set medium per piece and it might be too much with the sprite perk. Don't, and it will never be measurable as a bonus.
I'd say to give it and let us get to MSI max. Make MSI a stat just like everything else, it is too late to back out anyway- and the issue with the knights getting separated or whatnot is a moot point with the speed tokens dropping left and right.
Could the solution be to bump up to Medium but reduce the overall effectivity of MSI? Maybe reduce it by 1/3 so that a medium piece would have the effectivity of 1.5 lows right now?

I have not found a video recording program for Linux... I'm probably just not using the correct key words when searching.
Replicating the effect of MSI VH is easy: play with Ancient Plate for a couple runs, switch to Mercurial and gasp at how fleet and free one feels. It's a moment of delight to me.
