This Idea is not for free use. Only with permission of myself, contact IGN: Frostbreak.
Purpose: To randomly raise or lower the chance of a weapon's chance rating. In essence on applying the Talisman of Twisted Fate, a weapon with Slight Chance of Strong Freeze will become Good Chance of Strong Freeze or Vice versa.

Idea Builds:
if delivered as a UV, the chance of a adverse change could be greater than a helpful one. E.g Chance of curse on user could increase instead of decrease.
This would create another market of adversely and positively affected weapons, in effect bringing in a low-end price range for the player not able to afford the stock weapon at current market price and evening the spread of high powered weaponry.

You said your idea is not free to use, implying that should OOO ever implement your idea, they have to pay you something.
Twisted Fate is a League of Legend character, from the company Riot. I would advise against using a name in another game.
Naw, you aren't that great. Sev is a greater man than you, just look at how many posts he has on his guild hall suggestiongs ^^

If you want to go under law and such, I'm pretty sure that it's all filed under the Terms of Service, probably something like "Terms of Fair Use" or something.

The terms don't go both ways. You're on their site, you're suggesting things for their game, all property which they own. If you want your own terms, make your own game.
You basically ruined any water your suggestion might have held by saying that you own all rights to ideas that you host via their website.
EDIT: @Demonicsothe: Haha, that was pretty funny. I remember Tammy posting on the Expansion Missions thread bashing the Devs, not to mention being racist. I find it funny when they keep saying they're working on filing a suit with their lawyers...

It's a game mechanic, and it's almost already in-game, a UV that alters the weapon, nothing new.
OOO can simply name it 'Twisty shyny-rock of fate' and they'll get away with it if you're so serious.
Would like to see it implemented anyway to see what he does.
