Naw, possibly not. I must admit once I was feeling silly. When I feel silly, I do dumb things. (Such as necro a year old thread, perhaps?)
I don't know where this sentiment comes from. When people make suggestions that have come up before users usually either link to an older existing topic on the same matter or go "hurr durr use the search function". So you want to encourage people to go to the old topics and then not use them?
I don't really see the problem with people reviving old suggestions as long as they have something useful to add or think it's worthwhile to bring it back up for attention (and I mean it's inactivity hasn't been a mere few days). By posting in the old topic, all the relevant information pertaining to the suggestion is kept in one topic instead of being spread across 20+.
The point of searching/seeing the old thread is to see what the end result was.
Most of the time people are too incompetent to read so they bump it instead.
Is there a difference between someone mindlessly bumping an old topic and flat out making a new one without any regard to past suggestions? Either way users will come along to berate them and point out what's already been covered. We're not going to discourage the behaviour by locking old threads. Rather, we just encourage them to make entirely new threads about the exact same content.

Wasn't there a thread about locking threads after 3 months of disuse... 3 months ago?!
Either way, I liked the idea then, and I do now. +1, for what little good it may do.
This section would be far better handled if an admin were to actively manage threads as they do in other sections. In other sections if a thread is revived from the distant past someone would lock it within the day. In other sections if someone is spamming/bumping excessively they are banned within days. In other sections admins participate in threads and are real people; they have their own minds and words to share. In other sections the rules are followed.
