No, it's not pretty new, it's been running for almost 3 months already. Nothing will go lower, from this point on it will only steamroll towards even higher prices.
I hear the community is pretty small there. Which means not many P2Pers. Which means not much competition. Which means high CE prices. You can't blame it all on ce buyable ele passes.

I actually think most of the players in Chinese servers were P2P Players, as the only ones I've seen were wearing 5* gears of various color and diversity. :p

why does the ce price get higher and higher anyways, it goes higher and after a while it droppes by 2k for like a week

Fortunately, it appears to be going down and I was somewhat wrong, doesn't seem to be as rampant in f2p games.
Nonetheless, I don't know exactly what's going on in the Asian servers, but I presume what happened was that it didn't catch on nearly quick enough for the rush of new player to counteract the veterans of the market to enact their hold on the ce flow. What the server desperately needs is a promo, probably something old like 1st gen regalia, to convince masses of people to contribute to the market and rebalance the price to suit the lower level players.
There are actually two Chinese Government (People's Republic of China and Republic of China a.k.a. Taiwan) in this world, together with the various south east Asian countries that have a large percentage of Chinese population (like Singapore). Most of the bad things you heard about "China" originates from People's Republic of China (the capitalist country run by a communist party).
To make things more complicated. There are currently two Special Administrative Regions (or SAR, including Hong Kong and Maccau) that belong to the "bad" China that you talked about but they are running different administrative bodies and legal systems. Confused yet?
The SK server that you are looking at belong to Taiwan (Republic of China) and Hong Kong (one of the two SARs). Relative to the communist China, these are the relatively "benign" regions.
A rule of thumb to understand which group of Chinese you are dealing with, is to see if the group has experienced The Great Leap Forward and the Cultural Revolution within 3 generation. If they have, there is a good chance you are dealing with the "bad" China that you described.
I think you suffer the typical over-generalization problem on the Chinese population. I don't blame you though, because it involves a lot of history that normal people won't look it up until they are pointed to the right direction. And now that I have given you the right direction, let's not have this stereotyping discussion again, agree?
