That adds up to, 1.68m, which is over nore's bid, but nore can offer 1.68m in cash, and he will hold highest bid because I would rather have cash than items.

Maybe he's undervaluing the Shogun a litte, but that's it. In any case, as seller, I think he has a right to value items offered in trade however he likes, TBH.
Always better to sell stuff favourably and offer cold hard CE/cr instead, in my experience. :P
