It will be very useful improvement if we could choose our gear and costume separately in Loadout Menu, independently saving gear's presets in the first tab and costume's presets in the second. There's a picture below showing what I'm talking about.

The system also needs to allow me to wear the same piece as both actual equipped gear and as costume. The existing loadout system is very basic and really could use a rehaul.

Can't you just do that buy not having a costume over your armor? Or do you mean having it set as a costume in one loadout and armor in another?

Great Idea

I'd love if they put this in game, the current costume system can be really irritating. I also have another few costume related ideas.

1. Let us put armor in the costume tab. Scrolling through all my other gear to find my old Spiral Crescent Helm or Mining hat is a huge pain.
2. Rename equipment. I have a several demo helms tricked out with various accessories, and having to mouse over them one at a time to find the one I want is annoying.
