The explosion, from what I have tested, happens around 1/3 of the time. This thread has a lot of the numbers behind Virulent (thanks again Zeddy). The explosion is more or less a haze with knockback that has a 100% chance to inflict poison on anything that touches it. Personally I prefer Virulent as it trades the guaranteed second hit of Vengeful for a higher poison chance (though you do need to know when to use it as the explosion needs to be close to people).

It's worth mentioning that the poison chance for vengeful quills are basically 100% as well. I rarely ever see them fail, which is why I have problems gathering damage numbers for them.
