No, the Cloak doesn't do
No, the Cloak doesn't do damage, however it DOES stun your enemies, and you can activate it by attacking, giving you a free stun. If something hits you while you're running, they can't follow because the explosion pushes them back.

Now, regarding your question, I chose vengeful quills (because the arms look ugly) so I can't really speak.
I heard virulent quills' explosions are like miniature venom veilers. I think I remember having someone elses' masker with virlent quills and using them? /shrug
I chose deadly shadow cloak so again, I can't speak.
But I heard it does stun and only stun. Because of no damage, I chose deadly cloak because of the temporary ASI and damage bonus after decloaking.
So, I would choose deadly cloak. The type of quills you want is up to you.

I'm going for no ultimates on Maskerwraith.
From what I have heard from other players, there are clear choices for Maskerwraith(my pet) to be the most useful at the moment (vengeful ult., deadly ult., chaotic ult.), but that means that 1 year down the line, there might be a change that fixes the somewhat lesser other ultimates. The other ults for Maskeraith are just a bit lackluster for being ultimate skills. For Drakon, they're mostly balanced, with the give and tradeoff between Drakon's ultimates being pretty good, so I already picked Concussive, Scorching, and Explosive.
It probably also has to do with the fact that I already have a maxed Drakon, so I don't feel the urge to have a maxed Maskeraith at the moment.

I picked virulent after reset twice, I don't like vengeful because it's just transferred whatever nearest the monster you quils at, resulting only 2 monsters got poisoned most of the time. Meanwhile with vortex, virulent could poison around 4 monsters instantly, and the poison from the virulent mist is slightly stronger poison status effect though not really noticeable. But right now, I only use second and third skills mostly, so uh.. meh.
Frenzied Firestorm outweigh Explosive because of the silly bug when you charge attack around the time the buff running out.

I like vengeful because I can use that for DPS, rather than just to poison them. If you inflict shock or fire onto them, it'll activate all of the quills- which then travel to a second enemy and explode onto them there.

I'd guess Virulent is great
I'd guess Virulent is great for vortexes, like Poopsie said, but Vengeful would work really well with shock/fire mist bombs to maximize the number of quills sticking/being destroyed. If you wanted to use quills in place of a Venom Veiler, Virulent might be better, but for DPS, a chance of doubling the number of enemies hit with quills is probably better.
FYI, I'm pretty sure either type of ultimate quills still does damage and poison with the explosions (to the specific enemies with quills on them), it's just that Virulent can spread poison to nearby enemies that don't have quills on them, while Vengeful spreads the quills themselves, if the enemies with quills take damage.
As for cloak, Vengeful gives a chance of stun but no damage from the explosion, which doesn't seem to me much better than just using a shield bash while cloaked (which does not break your cloak so you can wait for your shield to recharge before exposing yourself), than having a large attack bonus from the Deadly cloak. I hear dropping a couple DRS then cloaking does wonders...

Hmm, don't care about above topic, here's a new one!
There is literally no MIS with the Dealy Cloak activated... is it just me, or is there an actual problem, or it is half a point of MSI?
Well, that's how it seems to me, I've ran next to party members at the same speed, and seen no difference when just running through teh clockworks with cloak, sooooo...?

Whether you get the small boost of MSI, you do an insanely large amount of damage for a good two seconds or so.
But yeah, it seems to only give MSI Low, but that MSI can still make a difference.

I'm not sure if the Deadly Cloak is supposed to give any MSI. The wiki says "Gain an attack power and attack speed bonus when shadow cloak activates. Bonus last for a short duration after shadow cloak expires."

IMO Both Vengeful and Virulent quills are almost equal in terms of poison.
I went vengeful because I can land quills on another primary target, and the beefy arms are ugly as crud, and virulent make his voice deeper.

You do get an MSI boost for a fraction of a second from what I can see when I use it.
That or it's just a small lag spike.
It definitely used to give MSI, though. I can clearly remember people speeding by whenever they used it.

it says ASI in the description too.. but what I dont get, is why deadly cloak removes the speed bonus from the new booster drops when used, ASI shouldnt replace MSI
I don't know about the Cloak, but the Quills' explosions do not deal damage. They do create something that looks like a miniature poison 'haze' (like the haze bomb, but maybe a tile or two in diameter) that poisons things inside them. It's enough to say, poison a good number of monsters that get caught in a vortex bomb.
