Which should I use? I mostly do Vana runs.
Voltedge VS Glacius
Voltedge and Glacius both work in Firestorm Citadel. So does Combuster. My favorite would be Combuster --- yes, even though the fire status does not affect most monsters in Firestorm Citadel. This has been discussed in many, many threads. For my canned explanation, see here.
Voltedge is better I think. It deals moar damage and can disrupt trojan charge, zombie breath attack or even vanaduke hits. IMO glacius will be good in party where noone have shiv. If you like pvp take volt. It's super efective with Faust or even DVS. For playing arcade both are good choice.
It's as if next to no one read the massive paragraphs the people in the Arsenal made to answer all the Brandish questions in the past week.
Combuster: Kills everything. There's no place that it's bad cause it does so much damage as enemies ride the whole charge attack wave and it deals strong fire for extra damage. It works in FSC, regardless of Slag's fire immunity because it deals so much damage on the wave itself. Most popular Elemental Brandish for PvE. It gets a thread every couple of days cause it's that awesome. How could you go wrong, right?
Voltedge: Staggers everything. It does a lot of damage on charge attacks if enemies are clustered, shining the most in FSC, even more so if paired with EV for unstoppable destruction. It however, can hurt you if used wrong since it shocked enemies can't be shield bumped if there's a shock tick, resulting in you getting hit. Most popular Elemental brandish for PvP cause the shock removes invinci-frames and of course stops enemies in their tracks.
Glacius: Freezes everything. Stops enemies dead in their tracks. It can get you out of bad situations and allow you to prepare more charge attacks without worry. It however, does suffer from dealing noticeably less damage than the others since Freeze will always stop enemies inside the charge attack wave. Freeze also can trap you in front of enemies if used wrong. Popular beginner Brandish, usually falls off in usage as you get more skilled at the game.
Since you only mentioned Voltedge and Glacius, get Voltedge. Combuster is better than Voltedge by itself though, so you might want to reconsider.
Now everyone, STOP asking! Give it at least another month, preferably two before this needs to be even brought up here again (I'm not mad at you OP, this isn't a stupid question, it's just been asked way too much recently. It's like the "purple spiky thing" on Terraria Online forums...).
At first I found the clone threads annoying, but then something weird happened in my mind. All of a sudden, I couldn't resist making my own troll thread when I saw ALL the others. I guess I decided if you can't stop them, join them.

At this point I really am starting to wonder if there exists some guy with 20 sock puppets making brandish threads every few days to mess with the five people posting in Arsenal. But I'll give you the benefit of the doubt.
They're both honestly about the same weapon- the big difference is that ice thaws for damage while shock does immediate crowd control, but that ice can be used to freeze trojans etc. in place for long periods, and is safer. Both allow you to dump charges on the same group of slags until they die.
But honestly, just get whichever one you think is the most awe inspiring and wonderful because it doesn't matter that much whether your charge does shock or ice, and the real threat in FSC if any is Vanaduke, who can take half an hour if no one brings blitz needle to just get it over with. And then they all die and are like "Oh no, what could have possibly went wrong???" And whether your sword can freeze or shock or just outright kill an enemy on its charge is of absolutely no consequence towards you failing in that way, which is by far the largest concern for you until you master vanaduke's boss fight. At that point, it REALLY won't matter whether your sword does shock or ice.
Really you should probably just get both eventually because the entertainment provided by watching the enemies thaw out or otherwise shock themselves to death slowly and painfully is the only value that you'll get out of most of your runs, barring the crowns that OOO will snatch back from you greedily as you waste your life rolling unique variants waiting for some "big release" that turns out to be a two week event that you'll have to miss 90% of anyway.
