The decision between Vog or Skolver seems like it's governed more by playstyle and weapon type and what you plan to do in T3 more than anything, and neither is inherently better than the other. (Until you step into the Clockworks and know what you're facing, that is; Skolver is better in strata that use Piercing primarily, and Vog is definitely the armor of choice for FSC.)
Personally, I'm a user of the three-hit swords and have a very mobile hit-and-run style, and something like Freeze screws me up way more than Fire does. I have shorter attack animations and shield-cancel whenever possible to get out of dodge, so I feel confident that I can maneuver well enough to not get hit. Even around Beasts and Slimes, I step back and avoid their bites and spikes, so my damage mitigation is more along the lines of prevention than reduction. So Skolver's my personal choice.
That said, since you're going for heavy swords, I'd say Vog Cub. This is a thing that you have to let your gut answer for you, and it sounds like you were already leaning in that direction in the first place. Play a bit cautiously around Beasts and Slimes, and use the IAS to not get locked in your attack animations when you need to get out, and you should be fine.
