Steam has had issues long
Steam has had issues long before this came to light, and I have doubts the 2 are directly related. The hack resulted in a Data leak, and Steam is still having on-going maintenance (to patch the servers among other things). Unless someone is DDOSing Steam (which isn't having a major impact on the system as a whole), its just jumping to wild conclusions.
