That's what reskins are for, reskins also being for promos and to entice people to buy more stuff, considering that OOO is a company and that's what they do.
Creativity is supported enough by the costume feature and the Accessory options.

The idea is awfull. Where's the so called creativity?
OOO could do it themselves and simply release all the patterns and color combinations on their own. They don't need us for that.

That would actually make more sense, like steam workshop.
My only concern with these ideas is that games like TF2 end up being 4gb of fancy hats - 1gb of game.
I'd rather be ugly and unfashinable than resort to that.
