In general, to learn where the recipes for an item are sold/given, read the wiki page about the item. For example, to learn about Silversix, read the wiki page "Silversix".

Heater shield defends against Freeze.
Grey Owlite defends against fire AND shock.
Also it looks too much like Scarlet Shield

Heater shield can take more melee hits than Owlite. And when you get frozen, that's usually what you take.
The Mighty Defender recipe is a quest reward but can also be bought in the HoH. The Silversix recipe is sold by Basil sometimes in depth 13 of the arcade. You need to join a party at least depth 11 and make it to depth 13. Then Basil may or may not have it. You can buy it in the Auction House too...if you don't want to hunt for a specific recipe from Basil.
