I have freeze resistence low on one of my dusker sets. Would it be possible if I lock one UV (by buying a 2-ticket punch) and roll to find out that UV has been increased along with a second new UV or do I have to overwrite in hopes of getting a med or better freeze UV?

You need to overwrite the low to get anything better. You can't have two of a kind on a piece of gear (e.g. no freeze low and freeze medium).
