Twisted recipes sell for 9-14k, (depending on supply) perhaps even higher if it's the snarble barb.
1) Bazaar Section: this belongs in it. Probably
2) That [REDACTED] Basil had one, so I bought it. I also stuck it in the AH, so your out of luck here. Some twonk bought the TSB recipe for 17k. Not that I'm complaining, it's just something to keep in mind.
