Of all the things to make and give to every single new player buying energy, an icy antigua??? Ice breaks itself, and antigua relies on multiple hits to the same enemy. No matter how you work it, it's the worst antigua+status combination possible. Give it fire, shock, or stun. Something that works with the weapon's style.
Though I do enjoy bringing it on T3 runs and pulling it out to shoot flaming enemies.
Then we can make it a good chance for a strong shock as well. Then tier 1 players can beat tier 4 players in both PvE and PvP.

This. At least give them their little overpowered sword and armour so they can replace it with their free Cobalt and Calibur an hour later.
A fire cutter would work perfectly well. Not as well as a poison, ice or shock one, but at least it does something.
But an ice antigua? This is the most pointless thing...
I don't really agree with the statement that an ice cutter would be a better idea than an ice Antigua.
An ice cutter would occasionally deal ice, which would stop them in place and then hit them a couple times before pushing them back... it'd be hard to use, but it'd have some kind of niche that it'd fulfill whereas an ice antigua has no purpose. Really a shock cutter would probably have been best.
Clearly we are overlooking a stun cutter, the weapon that would inflict stun when the enemy is a few hits from dying anyway. It could work since one would be able to whack the enemy some extra times before the said enemy were able to attack.
Why a Fire Cutter.
Why not Shock.

Gotta say, both have pretty bad status' for their weapon lines. Even Freeze would have been better for a Cutter.
