Where does one purchase the old event items? I.E. Candles, blowouts, and hats [Possibly an error?]

From the patch notes:

As in years past, Maskwell will be stationed in Haven Town Square to trade an assortment of treats for your Cake Slice Tokens. These include:

Frosted Helm
Foiled Frosted Helm
Prismatic Frosted Helm
Anniversary Prize Boxes, which can contain:
--Field Caps
--Plumed Caps
--Grand Topper accessory
Party Blowout accessory
Party Hat accessory
Birthday Candle accessory

But Maskwell seems rather reluctant to trade me these things for any number of cake slices. Nor do they appear to be in the boxes that aren't marked as, but could possibly, give them out. Of the two that I've opened so far, I have received none other than plumed caps. Others reported the same.
