anyone noticed there's what looks like a recon ranger with a hunter helmet at the entrance to haven right by the barricades.
any thoughts as to why?

That has already been pin-pointed. I'm guessing that the recon ranger is there because new missions would occur past the Haven entrance which involve the recon rangers.
