"good" (desired) limited-time events always send people flocking to clockworks/missions.
This one is highly-desired. Apocrea was highly-desired. The anniversary events wasn't... as much (sorry!) XD
It's just I thought there would be equal amounts of people looking for Black Kats and people looking for Lockdown matches.

With a few more Black Kat cowls, yes.
But the playerbase should jump back up when the event ends, or people get the items they wanted.
I'd say give them at least a week.

I'll enjoy desperately trying to buy a Black Kat Cowl so I can escape being camped over and over.
BKC doesn't quite help against spawn camping. Status weaknesses = harder statuses. That's the most noticable with stuff used for spawn camping i.e. status bombs and Polaris.

And besides, if I want to do lots of damage, I can just do Kat Claw + Snarbolax.
Immunity. Makes bombs easier to traverse, y'know. Having +9 shock against Polaris is a blessing too, although it's not super easy to acquire.
But is there a way to get around people haze bombing both exits and you don't have resistance to it?
In most of the cases, people are honestly just too stupid to take the other exit when being spawn camped. If you can't due to haze bombs in both places, try AT Antiguas, Polaris, and Blitz. They all work well against bombers.
Generally, campers don't use haze bomb, because they're camping for battles (or damage). If you're recon, you can sneak out the other exit (ex: north exit in Avenue). Then you can walk past everyone and start decapping either a middle point or a point near the enemy base.
Regardless of which one you choose, you're basically on a mission to try to distract enough players from the other team so your teammates can finally get out of base (and if it doesn't work, then you can get control of the map yourself... lol).
Here are the choices and possibilities to think about:
Aside from this, you also need to make the choice between fully capping a point or just decapping and moving on. If you have control of a base, decapping makes the largest impact on point gap, but if you don't have control of any bases, you might want to stay and fully cap. It's up to you to balance the risks.
It's absolutely more effective if you have at least two people capping together. The reason why camping lasts so long is because the team getting camped keeps going down to fight them (it keeps the campers busy eating your team in front of/under your base), so you can avoid this by keeping your less-combat-able teammates moving and capping other points.
If you're using striker, DON'T run back to your base if you've taken heavy damage and people are chasing after you. Drag them back to THEIR base if you can.
