how does one obtain these? are they still possible to acquire? if not, and they are possibly unbound what are they valued at? could i possibly trade a book of dark rituals for one?

There is less than 10 of these in existance. You could get them from the steam market event that happened last winter.
Although trading just one of the dark ritual books doesn't even come close to how much its worth. Iirc there was one crazy buyer who dropped 400$ for one. You'll be hard pressed looking for a person who actually wants to give them up. Good luck.

Pretty sure those are only obtainable via that one Steam event and are extremely rare. I know of someone who bought them via Steam for 200$ USD.

"Extremely rare" is not enough to describe them.
The last cached version of the page (2-3 hours before the end of the promo) claimed that there was only 4 IDW in existence.
I could even bet that there're more Third Troikas than IDW...

Only 1 has been documented in-game. It's quite probable that the other 3 will never be redeemed. For all intents and purposes, they don't exist. The question now is, will OOO ever sell them in-game, or maybe they can't due to an arrangement with Steam?

This is all I can see. I never thought I would want something because of how rare it is but... Wow. Only one documented case with a possibility of four in existence.
it can be obtained via iron lockboxes but at such LOW CHANCE otherwise, cough it up and pay for one at auction house or visit bazaar... ~~> CLICK ME!
edit: oh iron dragon wings...meh, they are very rare right now. nevermind the part about iron lockbox. you could only obtain via AH or word of mouth or steam market.. I wish you the best of luck. and your scenario about trading book for it is not going to happen, it's an huge insult to sellers.
