It's worth noting that the Spur line ends at 4-star. Winmillion is cool, but it's never going to compare to 5-star weapons.
Honestly, though, if you want something that's going to last, and you mostly want it for Clockworks stuff (as opposed to Lockdown), I wouldn't get either. Later in the game it's just so important to have weapons that deal specific damage types, so normal damage weapons like the Spur and Cutter lines have a hard time competing.
If Spur had a 5* path I would go with it, as it would probably be more useful. Though as only Cutter has a 5* it's probably the best choice. I'd also go with the Dread Venom Striker path.
It's worth noting that these are two of the worst swords in the game. I would get almost any other sword, before getting these. (See my detailed sword guide.) But maybe you've already sampled all of the other sword types? Or maybe you just want to have some fun. These swords are pretty fun.

I still say that Cutters are good swords. You just need to show them love.
Normal damage is effective against Vanadukes Mask and Tortodrones! Show the Dread Venom some love, man.
Yes, Dread Venom Striker has slight advantages over other swords in certain special situations. Also, as I said, it's fun.
But I stand by my remarks: Rated by overall power, utility, and safety throughout the game, DVS is one of the weakest swords. It should probably be one of the last 5-star swords crafted by a non-rich knight. (By the way, it was my first 5-star sword.)
The cutter line, given the right boosts, can absolutely tear through single-target enemies. (Seriously, if you have ever seen The-Time-Keeper use their DVS you'll know what I mean) I haven't seen any of the spur-line be able to pull off anything similar.
There are plenty of other better options for players just starting the game off, as the cutter and spur lines need damage boosts and attack speed increases to really shine.
Just gonna put it out there that, as an owner of both Dread Venom Striker and Winmillion, I personally think Winmillion makes Dread Venom Striker not even worth being called a sword. It's so much insanely better it's unreal. Utility-wise Winmillion outmatches DVS on such a level that you wouldn't even realise DVS exists. And damage? Come on now, at least Winmillion can hit its target. Sure, Winmillion makes enemies dodge all over the place, but in the end it has significantly higher DPS, so much so that it makes DVS worthless.
Just my opinion on it.
That said, they're both pretty terrible. In this game, high speed does not always mean high damage per second. If you want a normal damage sword, upgrade the free Calibur you got to Leviathan Blade.

I actually tested it like two days ago after this because why not. I won't go into too much detail, but from what I noted, DVS only had a slightly higher DPS, and that was assuming I could hit my target, which I personally rarely ever do with DVS, and I have never seen a good DVS user besides maybe Poomph, and even when watching him I can't help but facepalm IRL at how horrid it is against any more than 1 stationary target.
Counting in the fact that DVS rarely ever staggers a target whereas Winmillion can knock down a hefty enemy such as a Mecha Knight in a single combo, the utility honestly just outweighs the damage here.
But again, that's just my opinion.

But yeah, Winmillion is better in my opinion as welt, though both are inferior to say a Brandish.
And you haven't tried the whole buffing it way up thing? Wherein you buff your cutter to max sword damage, and then use it with something like valiance... then, whenever you get an attack up orb, or can use a deadly shadow cloak, you shield bash them into a corner and have a go at them.

But then, wouldn't you use a weapon that is stronger? Sure DVS can murder single targets, but that's a waste of a shadow cloak when I could just blast everything with a brandish charge or, in this case, do the same thing with Winmillion due to it also being a multi-hit sword (downing a lumber in a couple seconds with Winmillion has always been fun).
Also, I would define "better" as something that can be used well in more situations. In my experience, Winmillion just has significantly more uses than DVS. Not that DVS can't murder everything if you do the right stuff with it, but if you had access to said stuff, then you probably also have access to weapons that are better than both of these swords as well, so why use them other than to have fun? But if you want to get into the category of fun, I'd say Winmillion is also more fun than DVS.
Winmillion works too, but not nearly as well as DVS due to it having less damaging hits that take longer to execute.
It may never outdamage acheron/combuster, but it'll always have the potential to deal massive amounts of neutral damage due to how damage is calculated. Winmillion will never, because of how slow winmillion is.
