It's a username used on by someone who hasn't chosen a knight to use for their account.

Players from the beta

From what I can recall, players who have legacy names come from the beta times when your username was your knight name. Now-a-days, we have our username and up to three knights per account, each with separate names.

I believe it was the 2011-09-19 update that changed forum names from user names to knight names. So it was after launch by 5.5 months, but still pretty early.

I always used to think (until a year ago) that people who had Legacy Names were people who deleted their accounts
Well...They kind of are, cause I haven't seen a Legacy Player in a looooooooooooong time.
