Nobody pays much attention to fire damage in Lockdown. It's the most unpopular status next to sleep and there's good reason for that. There's only a handful of fire causing weapons in the game and they're seen as either inferior to their pure damage or other status counter-parts, or simply not viable for LD play. One problem inherent with fire damage is that Iframes caused by initial weapon hits cancel out the 1st tick of fire damage.
Lets look at the different fire weapons and the TOTAL amount of damage they do against specific armours and resistances.
~Minor fire weapons~
There are only two T3 weapons that do minor fire: Ash of Agni and Fiery Flamberge.
I don't have a Flamberge to test so I can't give damage numbers on it, all I can give is the estimated damage it should do, but because fire does different damage at different star levels I'm not sure this is accurate. It probably does a bit less than this:
Against Valkyrie mail and chaos cowl=380 <--- resistance required to do 4 ticks of damage
Against full Chaos=243
Against 1 piece chaos=213
No resistance=192
+1 resistance=120 <--- resistance required to reduce to 2 ticks of damage
+3 resistance=106
+5 resistance=92
Apparently flamberge has a very low chance to ignite making it a very poor choice compared to a Final flourish.
Ash of Agni does the same minor fire damage but has certain benefits over Flamberge. AoA will do the full amount of fire ticks due to not triggering an Iframe when igniting unless they're struck by the bomb blast in the centre. Standing in AoA will retrigger the ignite and continue the burn damage.
So if someone dips their toe into an AoA haze the damage will look like this:
Against Valkyrie mail and chaos cowl=475 <--- resistance required to do 5 ticks of damage
Against full Chaos=324
Against 1 piece chaos=284
No resistance=256
+1 resistance=180 <--- resistance required to reduce to 3 ticks of damage
+3 resistance=159
+5 resistance=138
So in terms of effectiveness of minor damage Flamberge is very poor and AoA is moderately useful. Minor fire is only super-effective against people wearing Valkyrie gear (basically nobody) and having only 1 point of fire resistance reduces it's effectiveness.
~Moderate fire weapons~
Furious Flamberge, Fang of Vog, Magma Driver, and Volcanic Pepperbox
All these weapons will do the same moderate fire damage (FoV charge attack excluded). Magma and FoV have about 35% chance to ignite while pepperbox and flamberge have a very low chance, although they have faster attacks than the other two so get more hits in(in theory).
Against Valkyrie mail and chaos cowl=436
Against full Chaos=380 <--- resistance required to do 4 ticks of damage
Against 1 piece chaos=243
No resistance=213
+1 resistance=201
+3 resistance=120 <--- resistance required to reduce to 2 ticks of damage
+5 resistance=106
Moderate fire is super-effective versus full chaos or bkc/chaos wearers, and is heavily reduced by having 3 points of resistance, or 1 piece of fire resist gear like Vog or Divine.
~Strong fire weapons~
Both strong fire dealers are charge attacks with very good chances to ignite (something like 50-60%); Combuster and Fang of Vog charge:

Against full Chaos=436
Against 1 piece chaos=380<--- resistance required to do 4 ticks of damage
No resistance=243
+1 resistance=222
+3 resistance=201
+5 resistance=120<--- resistance required to reduce to 2 ticks of damage
Strong fire is super-effective against anyone wearing at least one piece of chaos or bkc. It is reduced by having 5 points of fire resist (e.g.. one piece Vog and a low UV, or full Vog).
.. So yeah, that's fire damage. Not trying to sing the praises of fire damage and not saying it's rubbish. Clearly fire has suspect usability in Lockdown, but like lots of other weapons there are times when it can shine and times when it's pointless using.

If I had a AoA, I wouldn't care about the damage but about the BKCs burning in agony >:3
Edit - Anyways, the fire status is a great DoT. In some situations, makes the enemy somewhat pressured. However it is seen as inferior to Shock as Shock does deal damage over time plus holds the enemy in place.
