So, I saw the promotional picture for the Splash Prize Boxes (really need one of those sarongs :<), and is that showing them without some of their armor...? Or are they just wearing really light armor?

nope, if you view closely, those knights on the advertisement are infact wearing bikini and swinmming tops. So only their arms are exposed.

From my thoughts, I think it's "underarmour" that'd be pretty scandy if it was skin, since the sarongs are see-through ;o

It's pretty clear that the Sarongs and Trunks are nothing more than a skin-tight bodysuit worn underneath a swim-suit. You can tell from the visor of a Knight's helm that their skin tone matches their personal color.

The sarong description says it's being worn over a one-piece swim suit. I assume that means a tank-style lady's suit, not a one-piece neoprene wetsuit.

No no, the itty-bittle piece of fabric is the one piece.

Sarongs, originated from SA(South Asia), and are supposed to quite lengthy and fall to the floor. They're so long for cultural purposes. When I went to Thailand (In a temple) for example, if you were wearing anything above the knee, you'd have to wear one of these sarongs to cover up the legs of woman. But from the Western side of the world, it's been adapted to be so much smaller and worn for fashionable purposes. Woot.
