Take cutter.
Make each hit, ghost and actual, deal one part normal and one part specialized.
Then raise them up so that cutter does the same as it would with just normal damage vs normal enemies.
This cannot possibly go wrong.

Well I don't know about putting them all into a single cutter, but sure. We wouldn't want it to be worse than dread venom striker. Why not give the shadow one fire, the elemental one shock and the piercing one stun. It would only be fair.
I don't want my cutters to be less effective anywhere. I like killing everything with DVS. to me all it needs is a damage boost.
No one would force you to stop using the existing dread venom striker OR wilde hunting blade.
I would anyway. I wouldn't like specialized damage on cutters, I feel it as a debuff (on lack of a better term) on versatility.
EDIT: oh wait, you are talking about making new weapons. I'm alright with that.
Remember to announce this in a big thread with several other great items, give a date that is due, then delay it for a year while coming out with other content. Players will rage about the lack of content, and act like remaking these cutters are the only thing that the dev team is doing.
I'd hype it.
Why not give the newer Cutters a few Strong status effects? Good chance of Strong Fire, Shock, Stun, Curse, and Sleep all in a single Cutter! The other new Cutter wont have a status effect. Instead, it gets Fiend Medium and every time you swing it you get an instant chair tossed at your face. Sounds balanced to me!
