@Fehzor I believe, logically speaking, that it will rain when it rains.
Now as for the actual question that has been proposed, I see no reason for the Spiral Knights team to not release the Gold Dragon items at some point. It's quite possible that they already do exist and that the team has just chosen to not release them at this moment in time. I don't speak as an expert but perhaps Steam limited the amount of items that Spiral Knights was allowed to have as prizes in the summer sale. This would have forced them to choose which to include.
Maybe we'll see the items as part of a flash sales or a prize box promotion. Even if the items haven't already been made yet, it probably wouldn't be too difficult, considering how the basic template is there for them already.
TL;DR: I don't know the answer but it's quite possible.
