To be more specific, the start of this year brought us "Deluxe Starter Packs", which came with the regular starter pack items as well as Red Saber, Chilling Duellist, and the Tri-Guard armor set. All of these were unbound, and all could (possibly) receive UVs when you got them.
Only the original starter pack items are perma-bound.
