Yes, difficulty does effect the drop rate.

Really? Drop rate changes with difficulty...I keep getting one from each of em' from what ever difficulty...maybe I'm just really unlucky. ._.

on t3 elite, I almost always get 2 shells per tortodrone

That being said, the drop rates changed: 2 of my runs I've been on this even a single drone dropped 4 shells (with one of the runs an ally getting 7 shells).
