if you followed the testing server feedback topics a bit, you would know that there is a lot more than reskins in the gunner update.

Torto Guns are brand spanking new (meaning a whole new way for a gun to work), and yet they are released before we can get tweaked version and reskins of the guns we basically already have.
The issue with tweaks is exactly that they're tweaks. When you add a new item and it's imbalanced, the problem is only concentrated in the new item. When you're tweaking old items, you risk imbalancing items and upsetting a lot of people who have already made them. Heck, they foresaw it when they overrode people's feedback for shard bombs by giving compensation for people who already had the old bombs. That entire shard bomb thing was a mess (lots of unhappy people, COMPLETELY different mechanic from what people were already used to with them).
To avoid that this time, they're at least doing more rounds of testing, sometimes with mechanics-changes between the tests.
Also, from the looks of it, the gunner update is really a bunch of tweaks to each individual weapon.
While I didn't play on the testing server, it seems the tortofists have some features from the upcoming gunner update: for example, "no" walk speed penalty during reload or charge (it's as fast as your walk with nitronome/salt bomb charges - which is barely a noticeable change, if you compare it to your speed when reloading valiance, for example).

There is certainly going to be more than just reskins, probably new content as well and probably some rebalances to equipment already in the game so everything works well with the new guns. When Battle Sprites hit, it was more than just the sprites wasn't it? They practically changed how the whole game was played with that update, I expect this one to do the same in at least a little way.

there's also still the arcade
there's also still the arcade redux wich is probably in the gunner update
also new misions
new T3 boss
probaly some new shields/armor sets build for gunners
dunno how much of all this they are actualy going to put into the update...
but a new T3 boss to farm? count me in :D (seerus allready made a good addition... only problem is it's a DLC seems not a lot of people have it)
also keep in mind that nick left OOO to do other stuff... i'm sure that pushed the update back (dunno how much and don't realy care)
seeing past updates i never was disapointed... ok i was with the new UI but hey...

You don't. You don't know what OOO is doing with the new guns. The ones who were in the testing server only have an idea. There could be new content and not just "reskins".
You're not a Game Artist, are you? Game Dev? No?
Ok then, why do you think you know whats happening with the design team?

Vog is displeased
A reskin is not a gun with similar mechanics, a new model, and new stats.
A reskin is the same gun in a different color (also called a retexture).
A remodel is the same weapon with a completely new game model.
The guns coming with the gunner update are neither.

I really wish I knew what was up with the gunner update. They could be doing more testing, or rethinking things, or making a boss to go with it, or maybe it is secretly canceled for all we know. If I had to take a wild guess at it, I would imagine some sort of boss or other non-gun content to go with the gunner update, purely based on Herex and other small clues found from that update.
