Short answer: No.
Long answer: If you play the game regularly enough that you need trinket and weapon slots unlocked all the time, then you should be making at least 800ce in crowns in 30 day's time. So no, we don't need these.

An interesting idea, but...
Even if they do add it, (which they won't), they'd probably only make it purchasable with real money for a ridiculous price.

For the cost of 7500 energy (or just flat out $20) a pop, basically 2 years worth of 1-month upgrades, they'd actually make bank on it. I might not drop 40 for two, but I'd drop 20 for one. Mostly because I'm more about buying paid content to support good games than getting as much free as I can.
And, considering that the average new game costs about 40-60, dropping that much on paid content is not abhorrent to me. Especially since I'd like a rotational slot of Shadow, Elemental, and Piercing weapons...
thanks forum newbie for making a detailed suggestion on why you want it and why OOO would want to implement this.
that being said, it's far more viable for OOO to not make a permanent slot upgrade, and we can stock up ce/ trinket and weapon slots.
