Well, what perk is the best. We got ones to boost weapons, damage, resistance, health, and movement speed. It comes down to which is the best in different situations and gear doesn't it?

In all seriousness, I've been rolling with my +3 health perk, although that's just because I haven't gotten any better perks yet.
Different areas call for different builds which call for different sprite perks. But really? Swift Steps/health boost.
Basically:
0. If it will put you above the threshold to avoid a major status element of the level, i.e. whisps or poison pools or ice vents, then that status resistance is best.
1. If you have any other source of movment speed increase and preferably a decent vitapod with ~6 or more, swift steps two is the greatest.
2. If you have a vitapod granting you ~10 or more and your best weapon/weapon type could be buffed, use whatever perk does that. Consider swift steps for bombs and most guns.
3. If none of the above apply, and most of the time they don't, then just use the health boosting one. It makes you indefinitely more survivable, especially in the case of events, which often never have vitapods to give you and make health a real issue.
At least that's what I've been doing so far, and I think its mostly correct. The one thing that I'm really dying to know is if its ever worth it for me to use say... the piercing high perk. I don't think it would be, because of how often I see sonic mode kicking in. I really don't see a single piercing high UV ever doing more for me than the +6 boost, but I haven't done the math for it either. If I were on a shadow lair and found a limited number of hearts per floor, the defense boost would plausibly be better than the health one, but I don't know that it would even do that much-- especially considering that if I ever reached full health, all of the hearts afterward would be wasted.
My advice is similar to Fehzor's, but not the same.
A. Do status protection if it's going to take you over a critical immunity threshold in a dangerous situation --- for example, freeze in Heart of Ice.
B. Otherwise, Swift Steps II is pretty powerful, because you can't obtain MSI from UVs or trinkets.
C. Otherwise, go for your usual offensive bonuses: ASI, CTR, or damage bonus. For example, suppose that you're going to fight devilites, and you're laggy, so you have trouble interrupting them with Final Flourish before they attack you. ASI might help more than MSI in this situation.
Huh, you don't value the health perk then. I suppose most of why I like it so much is because it always does its job of making me less reliant on vitapods+better overall, and because I change my loadouts around A TON, and don't want to make my party wait at the first button while I try to figure out how to fit in some random weapon buff.
To clarify, I'm talking about PvE. Usually a vitapod appears fairly soon after the start of a run/mission. And a +12 or +15 vitapod makes a +6 health perk look pretty small. Also, I rarely die due to raw damage. When I die, it's usually because I'm frozen and helpless, shocked and helpless, etc. So status seems more important than health.
