If you don't mind, I'd like to add my suggestions to this thread, since it does have to do with the Kat event.

This event pretty much relies on RNG, and has brought devastation to a lot of players. Most people don't have too much time to invest into the game, but that doesn't mean they shouldn't have access to end-game items. The average player gets between 300-700 pages per event.
Frankly, I'd like something to do with all of my pages as well. I've no-lifed this event and currently have 1800 pages from this event period alone, and honestly using 600 pages to get all three cowls that aren't black kat doesn't exactly put too much of a dent. What am I supposed to do with the other 1200 pages, spend it all on fetishes and sell them? That's not very active event usage and the market's already flooded with other people's fetishes.

Let's be honest here, the Black Kat Raiment outclasses all three of them while needing the same amount of whiskers. If I were to actually get any of the other armors, it's for style points or bragging rights. At the same time, it feels wasteful to use 6 whiskers for anything BUT the Black Kat Raiment.
We don't even get MSI low for the other Raiments, which I would highly vouch for since a lot of gameplay is walking.
At this point in time, there's armor sets where you can obtain the recipes in the Hall of Heroes that are either on par, or outclass the other raiments in terms of actual stats. The only real difference is that these raiments are shadow defense.
Personally, I'm capable of obtaining all of them after a few events, but it's unfair to players who don't have the money/luck/friends to help them out, which includes a lot of players.
I kinda like the difficulty of obtaining the BKR.
I don't think, however, that the other armors should as difficult. Removing the whisker from them would be a god idea.
