Either I got extremely unlucky all of a sudden, or something broke (again) during reboot (I've been an active player since 2011 when this game went on Steam, seen all sorts of things happen after reboot, especially so on European server, like recently applied patch magically disappearing after a reboot, something stated in the update log was invalidated after a reboot, and then the server would get updated again, or would fix itself a day later).

I'm keeping a log of my adventures, although they're currently limited to a single Alone in the Dark mission, most of the time I do depth 1 of the mission looking for Black Kats. According to my log, I get a Black Kat spawn once per 2-3 runs (1 level, candlestick keep). I had this rate more or less stable for past 3 days or so. Today, however, something bad happened: I stopped finding any Black Kats. No, their rate didn't drop or anything. They're just not appearing at all.

I did 17 runs in a row, and not a single (!) Black Kat appeared.

I believe this is a bug of some sort, would love it if someone on the developing team checked weather Kat even is properly launched on European server at this time.
