I was wondering what would be the ideal loadouts for dealing with Black Kats, Apocrea, Tortodrones, Save Winterfest, Grinchlin Assault (assuming it comes this winterfest) and the Punkin King.

Would be nice to hear your suggestions.

so many questions

That's a lot of questions all at once --- too many to allow a detailed answer to each one. I'll do just a couple.

For the black kats and their attendant zombies and kats, you want a big elemental weapon, such as Warmaster Rocket Hammer or Combuster. In armor, I wear anything that will optimize my offense against them: Chaos, Black Kat, etc. The projectiles from kats are nasty enough that I usually bring a shadow shield rather than Swiftstrike Buckler.

In the Shroud of the Apocrea I usually try to max out movement speed increase, so that I can run around the Grasping Plateau quickly, to find the puzzles and catch the lost souls. For the latter I like a piercing sword, due to its fast, wide swings.

It doesn't matter what you

It doesn't matter what you will take for tortodrones and grinchlin assault, you will die anyway, 2% chance to stay alive.
Black kats requires shadow defense.
I recommend to wear something fast for other events

The tortodrones I have found benefit from MSI, damage, and having a good normal+shock shield for when you need it to deal with lag and projectiles etc. For weapons, the tortodrone's guns work well against the tortodrones (especially the normal variant) but since you probably won't have that while you earn it, supernova and pepperbox (as well as blitz needle) work fairly well against it. Hail driver charges, if spammed by a large enough group of knights, will also make short work of the tortodrone.

For the punkin king, just bring MSI and whatever gear you feel like fighting the punkins off with. Black kat set, would probably be your best out.

Depends on your farming style.

For Black Kats, I run with a BKC + radiant silvermail for damage bonuses (and curse nullification, plus shadow resistance) plus the MSI: Med perk. Take a warmaster rocket hammer and a DVS along and you'll make quick work of both walls and kats.

In tortodrones, again, MSI was pretty key to me. Having a brandish/fire damage helped me a bit, and the scintillating sun shards were nice for that stun on the tortodrones. Black kat cowl + mercurial was my path there. Ancient plate shield is also great.

In Apocrea I ran in my standard gear with MSI... I think. That event's just a little too easy for me to bother with too many specialized gear bits. I might bring freeze resistance, and I know I brought a DVS because I hacked away at the harvester a bunch last time, so that was fun. (Don't have access to my loadouts at the moment)

In the Save Winterfest level, you want MSI again. I think this is a reoccurring theme. You want to move things and fast. Black kat set helps with the freeze resist + MSI.

Grinchlin Assault is just whatever you can bring and survive with. The Omegaward will be a good shield to try out this year too. Freeze/stun resistance, damage, and damage resistances are more key than MSI here though, as you want to hunker down and fight rather than speed through a level until you get somewhere.

For the Dark Harvest, you'll want MSI and probably some elemental weapon.

For kats you need spread

For kats you need spread offensive swords (DA and brandishes) and guns that can be fired from the hip (not blitzes if you want to not get Grimalkin chomped).

Apocrea you can do well with a VT for the scarabs and a WMRH for the souls. MSI and freeze resistant armors are welcome. A fire gun can light the harvester on fire and make him more visible (provided you can evade the hands)

For Tortodrones the Mercurial mail works good as do any armors that offer great shock/stun resist (bring HP trinkets and at least 10 sparks). Supernovas and Pepperboxes are good guns to have. Bring a flourish to deal with possible greavers but you can ignore the devilites.

For save winterfest you need quick weapons and quick feet. VT can help your allies and a flourish can deal some nice hits to the monsters there.

For the grinchlin assualt you need freeze resist as well as lots of normal elemental and shadow. Dark Briar barrage can be very helpful especially in groups that spam it together. VT and Stagger Storm are helpful support bombs.

For the Punkin King any haze bomb that reduces speed and blitz needles.

For the original Cake level just bring a Dark retribution or a blitz. For the Gremlin in Knead brandishes of any kind are helpful. A single FOV is good to have if the user targets the various gun puppies in the level with the charge (especially in the boss battle where rocket pups spawn).

A quick tip

Bring a flourish to deal with possible greavers but you can ignore the devilites.
Actually, I've found that taking out the overtimers (I.E., the ones that don't respawn) and any grievers will make your life a lot easier. Overtimers will mess up your day, especially since they can stun you, halting movement, and making you an easy-to-hit target. If you get low on health you can try to kill a few regular devilites for them to drop health capsules/remedy capsules. If your team is good and can rush tortodrones great, do that. If you prioritize survival, you can take on tortodrones with randoms without using any sparks, granted your team doesn't just lay dead on the ground if they do go down.
