I hope u don't mind that I'm asking this but how do u search players u haven't seen? For example, what if some random guy says meet me at haven 6 on Monday. How do I look for him or invite him or decide which haven I want to go to if he isint my friend

You can invite anyone using the /invite command (or clicking invite over in party options on the side menu if you like using the mouse)
One way to find someone in Haven without (usually) alerting them is by using /poke or similar emotes, if they're anywhere on the same map it'll poke them, although if they're nearby they'll see it.

this drop down menu can also be accessed by clicking on party members when the HUD is unlocked, if it's locked, then you have to go into your social tab and click the name there

ROFL. I think that you asking this says more about "vanguards" than you being a vanguard says about your abilities when it comes to understanding the UI. But then no one understands the 'new' UI. It's provocative. Gets the humans going. Hahahahahahaha

But to answer the question- you cannot directly see them in game, but you can test if they are there. If you have them on your steam list you can use "view game info" to see exactly where they are. If you don't, you can type /tell {Playername} {Message} to send them a message. This checks if they are online as you will receive an error message if they are not, and provided that they are cooperating with you (I mean it would be sorta creepy if they weren't......), would allow for you to arrange a meeting of some sort.
As Flowchart said, you can also use the /invite {Playername} command to invite anyone to your party.

If he's in your friend list or your guild, then he appears in your Social menu (lower left corner of your screen) when logged in. His menu entry also tells you where he is. In case you don't know, you can switch instances of Haven by clicking on the word "Haven" in the upper right corner of your screen.
Otherwise, there is no way to find him. But at any time you can query whether he is online, by simply trying to talk to him via /tell. If he's not online, the tell-system will tell you. If it doesn't, then he's online (and should respond).
