So let me get this straight- it isn't the katastrophe, but we're getting the prize box from, the katastrophe. Like, just in case we miss the katastrophe and want to be reminded of all the fun we had running through candlestick keep for hours on end, we can now buy a prize box to do so, but we cannot actually partake in the katastrophe itself. Why on earth is this not being released with the katastrophe?

The armor is also very clearly the opposite set piece of the kat hats, except that we already have that. You might think this makes no sense, or that it's a terrible thing but honestly I think that it's sort of cool and interesting, to have multiple possible armor ends per line that actually match and are part of the same "set".

Kat Hiss Cowl + Skelly Suit looks pretty good, you get that big gaping mouth from which your head pops out and the colors match quite nicely.

One possible reason is that

One possible reason is that having multiple kinds of Boxes on sale actually lowers their total sale rate. It makes more sense to space out box sales than to sell 2 different kinds at the same time.

Having Katastrophe prize boxes competing with Solstice boxes wouldn't have been a good idea.

Still, a better idea would have been to postpone the Katastrophe event so that these boxes and the event would have been released right after the Solstice box offer expired.

Even better to do this and release the ZAP boxes after the Katastrophe event ended.
