I read on the wiki that you need to have done a snarbolax SL before any other and i'm wondering if i can skip directly to ice queen and not do rabid snarbolax

yeah even before that, you could still do it as long as someone in the party had access to it.

they progress sort of like missions
need snarby to do ice queen/red twins
need ice queen/red twins for Dartford vana
but if someone in the party has access to a higher up one than you you can play that

algorithms are the solutions to any problem.
no, you don't need to access "previous" SLs to gain access since the sprite update.
I haven't been able to test this myself as of recently, but I do recall somewhere, back when OOO used to do patch notes, it was mentioned that Shadow Lair accessibility was no longer restricted to you clearing them in a certain order.
