1. When they start promoting a box full of the things like rubber duckys, a gun that farts, and Dragonuity.
2. They will finally releas the gunner update...then announce the bomb update.
3. No, the reason why they are doing this is because of complications of the gunner update. OOO wants it balanced but have trouble with that.

I'm not exactly a fun loving knight, but I'll answer your questions anyway-
They've already started to reuse past promotions again and again, sometimes as reskins and sometimes with just a new item or two. I doubt they'll ever just run out of promotional material to feed to us.
We don't know if it's all because Nick left, or if Nick left because of something that caused it all, or if it all even has anything to do with Nick. I recognize that "it all" is rather vague, but I can only presume you mean the lack of content updates and surplus of costume items, as well as the immense lack of communication.
SK was essentially in the same state before the sprite update. I don't see why people see a connection to Nick's departure. If anything, it's probable that Nick left because SK went into a state like this, where money is a major concern. He did say that he wanted to go back to indie development, after all.
