Towns exist solely as level

Towns exist solely as level hubs; the reason most players don't get bored of Haven is because they spend almost no time there. I'll concede that Haven itself is a little sparse at the moment, but, as we've seen, that's gradually changing, with additions like the Auction House filling things out a bit.

I think the town that needs love right now is Emberlight. Or Boringtown, as I call it.

Well, Haven is still clearly

Well, Haven is still clearly under development - I imagine the PvP arena will occupy a place there eventually, and who knows what else Three Rings have planned; after all, it's a big ol' space that currently houses very little content. And that's kind of my point. As it stands, there isn't enough hub content to fill out the one town they've already got - a town that, as I've mentioned, the majority of players spend a vanishingly tiny percentage of their time in - so adding more for what amounts to little more than a change of scenery is a considerable amount of work for very little gain.
