even if the Heads Up Display (HUD) is locked, you can still access all your menus with hotkeys. Are you confused by the term "hotkey" and just moving the mouse cursor over the button on the HUD and clicking? if you are confused and don't know "hotkeys" are, here is a informative page on what those are (Starcraft wiki)

Press tilde (~) for a hotkey
Press tilde (~) for a hotkey in and out of locking.
You must have pressed the button which locks the hud.
I don't know what is the deafult button for that, but you can check it out yourself, by:
press escape, click on controls, custom, in the list search for the lock hud (or something similar) and check which is the default button for it.
Simply press it again, and you should be able to use your hotkeys.
